This PR introduces the following updates for new Work Item Details feature page:

Functional /work-items/:id route with API, MSW, skeleton, 404, retry, back link
Description & Acceptance Criteria render Markdown in modern cards (gradient, divider, accent bar)
Header theme toggle: sun/moon icon button, tooltip with "Switch to X theme" + D shortcut
Disabled "Create plan" uses shadcn Tooltip on focusable wrapper (hover + keyboard)
Sidebar metadata (Sprint, Assignee, Priority, Updated, Plan) get muted 16px icons
