This PR introduces the following updates for a new Planning functionality:

• Added plan management from work items and the Plans page, including edit, delete confirmation, and success notifications.
• Added editable functional and technical plans, with feedback-driven revisions and explicit finalization; finalized plans are read-only until reopened.
• Added a mock clarification workflow that asks questions, supports “I don’t know,” and can ask follow-ups before drafting.
• Added ZIP export with separate functional and technical Markdown files, named with the work-item ID.
• Refined the plan review layout with a focused action column and compact, scrollable conversation history.
